What if your genetically engineered pseudo-government sponsored supersoldier/assassin was:

The answer is Tom.

THE GIST: Reality plus one but focus minus five: the world of comic books and action movies, but featuring the bit players. Secretive government agencies, spies, paramilitary operations, mutants, metahumans, criminal syndicates, wide-ranging conspiracies, cults, dubious science, and other off-the-wall comic book staples all coexist with the basic injustices of oligarchic capitalism, political corruption, and the inadequacy of human effort to fix any of it. The "real" story is happening elsewhere; Tom has been overlooked and is, for now, forgotten and wandering on his own.
W O R L D

MKUltra: The Men Who Stare at Goats, yes, but also unethical-as-shit research on drugs like LSD, and on torture. Tom is part of one of the LEAST insane projects. As these projects slowly got shut down one after the other, the research, scientists, and equipment all diffused out to military contractors. What ensues is inevitable: espionage, conspiracies, and hostile takeovers; organizations feuding with each other and jacking each other's cool stuff for varying levels of shady purposes; betrayals and secrets leaked and all that bullshit.

And after that? Reeducation systems for stolen "assets," because that will totally clear up the counterespionage situation. Naturally "assets" are, in fact, people, and don't love being dicked around at this level, so revolutions are thus on their way. The other escaped science project soldiers are gonna change the world. They want to repurpose the technology used on them for actual humanitarian purposes. It's a shame that Tom's incomplete reeducation resulted in such severe memory problems that he's wandered off to be a virtually harmless dumbass and has gotten completely lost in the paperwork.

B A C K G R O U N D
To be clear, Tom is of average intelligence and once upon a time, he was enlisted in the army as a combat engineer. He may come off as stupid because he has memory problems, uses malapropisms, is generally goodnatured, and has a lingering compulsion to follow orders which results in him trying to be helpful to the wrong people.
  • CYBERNETICS & NANOMACHINES - Blah blah peak human condition blah denser muscle mass reinforced joints stronger bones blah nanomachine chemical control and healing factor. Can possibly reattach severed limbs if he's quick, but cannot regrow them. Nanomachines have a shelf life and will putter out in a few years if people don't come to fix him.
  • ENHANCED PROCEDURAL MEMORY - Can learn how to do things very quickly, especially if they're more physical tasks. Memory is pretty shitty otherwise, has problems with facial recognition and explicit memory.
